Kindelbrück is a small town in Thuringia, and this note is typical of the enormous wave of municipal Notgeld issued across Germany between 1919 and 1921, when chronic coin shortages — partly a consequence of wartime metal requisitioning and postwar hoarding — forced even minor local authorities to print their own emergency fractional currency. Thousands of German towns did the same; the sheer volume of issues from this period is what makes individual attribution painstaking work.
The watermarked paper is worth noting — many comparable small-town issues used plain stock, so the presence of a security feature here suggests either a more careful issuing process or paper sourced from a commercial printer's standard stock rather than improvised locally.
