Kamenz, a small administrative district in Saxony, was among hundreds of German municipalities that printed their own emergency money during the postwar inflation period — not out of civic initiative, but because the Reichsbank simply could not supply enough small-denomination coinage to keep local commerce moving. These Bezirksverband issues were authorized under the broader Notgeld framework and carried genuine redemption obligations, distinguishing them from the purely collectible "Serienscheine" that flooded the market slightly later.
The Kamenz issue is modest and functional — no elaborate series, no themed vignettes designed to attract collectors. Scarcity today reflects disposal rather than rarity at issue.
