Freiburg's municipal administration issued this note as part of the Notgeld wave that swept German cities between 1919 and 1922, when chronic coin shortages — caused by wartime hoarding and postwar metal scarcity — forced local authorities to print their own small-denomination scrip. Stadtgemeinde issues like this one were technically illegal tender beyond the issuing municipality but circulated freely by convention.
Freiburg's series was printed locally, which kept production costs down but occasionally resulted in inconsistent ink coverage across the run.
