Kreis Wittlich issued this note in 1919 as part of the vast Notgeld phenomenon that swept German-speaking territories following the collapse of the imperial monetary system and the coin shortages that preceded it. District-level authorities — Kreise among them — had no formal mandate to issue currency, but the practical vacuum left by Berlin compelled them to act. Wittlich sits in the Moselle wine country of the Eifel, a rural administrative backwater with no particular monetary history of its own.
Carl Schleicher & Schüll in Düren printed enormous volumes of Kleingeldscheine for municipalities across the Rhineland during this period, which makes their involvement here entirely unsurprising — and useful for dating, since the firm's records help authenticate disputed examples.
