Arnswalde — now Choszczno in northwestern Poland — was a mid-sized Brandenburg town whose municipal government, like hundreds of others across Germany, issued Notgeld in 1919 to address the chronic small-denomination coin shortage that had persisted since the war years. The Reichsbank simply could not produce enough fractional coinage to meet everyday retail demand, and local authorities filled the gap themselves.

Selmar Bayer was a Berlin printer with a solid run of municipal Notgeld commissions during this period. The watermarked paper was a modest security measure — enough to deter casual forgery in a town market, not much more.
