The Provinzialverband Ostpreußen — the provincial administrative body of East Prussia — issued notgeld like this 50 Pfennig note under the emergency currency arrangements that proliferated across Germany from 1914 onward, as coin hoarding and metal requisitions drained small denominations from circulation entirely. East Prussia had particular cause for urgency: the province had been partially occupied by Russian forces in late 1914, and the economic disruption lingered long after German forces retook the region.
Local printing in Königsberg kept production close to the issuing authority, a practical necessity given wartime logistics.
