Ulm issued its own emergency fractional currency in 1918 as the imperial coinage system collapsed under wartime metal shortages — brass, nickel, and even iron coins had been progressively withdrawn or debased, leaving a genuine void in everyday small transactions. Municipal and commercial Notgeld like this filled that gap locally, with no formal backing beyond the issuing body's own creditworthiness.
Dr. K. Höhn was a local Ulm printer, not a specialist security press, which is worth noting when examining the paper quality and printing registration on surviving examples.
