Dingolfing's 1918 Kleingeldscheine were issued by the town magistrate to address the acute small-change shortage that gripped Bavaria — and most of Germany — as coins disappeared from circulation during the war's final year. Municipalities across the country were empowered to print their own fractional notes, producing an enormous variety of local issues, many of which were redeemed and destroyed within months of issue.

Gebrüder Parcus were a well-regarded Munich printing firm responsible for numerous Bavarian Notgeld issues of this period, lending these small municipals a cleaner production quality than many comparable emergency pieces from smaller or more improvised printers.
