Neuwied's 1918–1919 Notgeld issue belongs to the first major wave of municipal emergency currency that flooded Germany as the Imperial government lost its grip on coin supply during the war's final year. Local authorities across the Rhineland scrambled to fill the vacuum left by hoarded metal coinage, and Stadt Neuwied contracted M. Dumont Schauberg — a Cologne publishing and printing house with deep roots in the Rhenish press trade — rather than a specialist security printer.
That choice was common for small-denomination Notgeld and explains the variability in paper quality found across surviving examples of this series.
