Halle an der Saale was among the first wave of German municipalities to issue Kleingeldscheine in 1917, when the wartime hoarding of metal coins created an acute shortage of small change across the Reich. These municipal fractional notes were a civilian administrative fix, authorized under emergency provisions rather than through the Reichsbank. Halle's industrial base — salt processing, chemical manufacturing — meant the city had a particular need for small-denomination transactional currency to keep factory payrolls moving.
The 80 × 40 mm format was deliberately narrow to discourage forgery by reducing the printable surface, a common precaution in the Notgeld series.
