Kreis Moers issued this 50 Pfennig Notgeld in 1917, deep into the wartime coin shortage that had stripped small-denomination metal from everyday transactions across Germany. Municipal and district authorities were permitted — effectively encouraged — to fill the gap themselves, which is why hundreds of distinct local issuers appeared between 1916 and 1922. The Kreis rather than the town itself being the issuing authority is worth noting; district-level issues were less common than those from individual municipalities or savings banks.
Paper quality and print runs varied sharply by locality. Moers-district examples from 1917 tend to show handling wear consistent with genuine circulation use, unlike the later decorative Notgeld produced after 1920 largely for collector sale.
