Löbau's district authority — the Königliche Amtshauptmannschaft — issued this note under the Saxony Notgeld framework that proliferated across Germany from 1916 onward as small-denomination coinage vanished into hoarding and metal requisition. The Bezirksverband designation places it within the administrative district association rather than a municipal or commercial issuer, which was a relatively uncommon arrangement; most Saxon Notgeld of this period came from individual towns or private firms.
1917 was peak production for German emergency paper at this fractional level. Survival rates are high — overprinting was common and redemption sporadic.
