Nienburg's wartime and postwar small-denomination Notgeld was a direct consequence of the 1916 coin shortage, when hoarding stripped everyday copper and nickel from circulation across Germany. Municipal authorities were legally permitted — and often financially motivated — to fill that gap themselves, which is why hundreds of German towns issued their own emergency scrip during this period.
Edler & Krische in Hanover were prolific printers of provincial Notgeld, handling output for numerous Lower Saxony municipalities simultaneously. Their production runs were efficient but not particularly distinguished — the printing is competent rather than remarkable.
