Cuba's piedfort program of the late 1980s and early 1990s was issued primarily for the hard-currency collector market — a deliberate revenue strategy by the Cuban government during the severe foreign exchange constraints that preceded the Special Period. Piedforts at double the standard planchet thickness were produced in very limited runs, with distribution routed almost entirely through international numismatic dealers rather than domestic channels.

The volleyball subject ties to Cuba's legitimate sporting prestige: the Cuban women's national team dominated international competition through this era, winning Olympic gold in 1992 and 1996.
