The Victory series was originally issued by the Philippine Commonwealth government during the Allied reoccupation in late 1944, printed in Washington and airdropped ahead of advancing forces to replace Japanese military pesos. This Central Bank reissue — identified by the "Central Bank" overprint rather than the earlier "Treasury" text — came after the Central Bank of the Philippines was established in January 1949, requiring existing Victory stock to be overprinted and revalidated for continued circulation.
The thin versus thick lettering variants reflect at least two separate overprinting runs, and the three signature combinations span three distinct administrative moments. Osmeña signed as Commonwealth president; Roxas as the first president of the independent republic.
