Cuba issued this coin as part of a broader commemorative gold program that ran through the 1980s, largely targeting the international collector market for hard currency. Guevara had been killed in Bolivia in October 1967 — his execution ordered by the Bolivian government with CIA involvement — and by the 1980s his image had become one of Cuba's most reliable export commodities, in iconographic if not literal terms.
The 1988 date places this issue in a period of acute economic pressure, well before the Special Period but already feeling the strain of Soviet subsidy reductions.
