Cuba's gold commemorative program of the late 1980s and early 1990s was driven less by collector demand than by hard currency need — the peso was unconvertible and the state required dollars. These issues were struck explicitly for export sale, never intended to circulate domestically, and were distributed largely through European numismatic wholesalers at a time when the U.S. embargo made direct sales to American collectors legally complicated.

Baseball holds a particular political weight in Cuba: Castro famously used the sport as a Cold War tool, maintaining an amateur national program specifically to defeat American professionals in international competition.
