The Administración de Hacienda y Crédito Público was not a central bank but a fiscal administrative body — these notes circulated under government treasury authority during a period when Mexico lacked a unified national banking structure. The American Bank Note Company supplied much of Mexico's paper currency through the latter half of the nineteenth century, and the engraved quality of these issues reflects the ABNC's standard commercial contract work of that period.
