The 1899 series was produced during a period of acute fiscal pressure on the Spanish treasury, following the catastrophic loss of Cuba, Puerto Rico, and the Philippines in 1898. The war had drained reserves and undermined confidence in Spanish paper, and this issue entered circulation into an economy still absorbing that shock.
Enrique Vaquer Atienza was among the most accomplished Spanish engravers of his generation, responsible for a number of postage stamp and banknote plates during the Restoration period. His work on this series is notably fine for domestic production of the era.
