Issued to mark Elizabeth II's 70 years as Head of the Commonwealth — a role she held by personal appointment rather than constitutional right, renewed by Commonwealth heads of government in 2018 ahead of the CHOGM summit in London. Her successor Charles III was confirmed in the same role at the 2022 CHOGM in Kigali, just months before her death in September of that year, making this issue an inadvertent farewell to her stewardship of the organization.
