This piece was struck to mark the United Kingdom's presidency of the European Community Council of Ministers and the completion of the single market — both falling in the second half of 1992. Britain's EC presidency ran from July through December of that year, coinciding precisely with the deadline set by the Single European Act for achieving the internal market. The timing gave the Royal Mint a rare occasion to issue commemorative coinage tied to a specific political mandate rather than a dynastic or ceremonial event.
The silver proof version was issued alongside a cupro-nickel circulation strike, the latter actually entering everyday use — unusual for a commemorative of this type.
