The 2013 date places this piece within the Royal Mint's early push into fractional bullion coinage — a deliberate response to rising silver spot prices that had made traditional one-ounce formats increasingly inaccessible to retail buyers. The quarter-ounce denomination gave the Mint a lower entry price point without abandoning the .999 fineness that collectors had come to expect from the Britannia bullion series.
Ian Rank-Broadley's fifth portrait of Elizabeth II, introduced in 1998, was still relatively recent when this coin was struck — the sixth portrait by Jody Clark wouldn't appear until 2015.
