The Banco Nacional Ultramarino had been issuing currency for Macau since 1905, but its days as the territory's note-issuing authority were numbered well before this series appeared. The 1989 revision of Macau's basic law confirmed that BNU would retain its issuing role only through the handover period — this 1990s series was effectively produced with an expiry date on the institution's authority, which transferred to the Autoridade Monetária de Macau in 1995 for certain functions, though BNU notes remained legal tender.
Thomas De La Rue produced the series to a high security specification for the period, with an embedded thread and watermark suited to a territory where counterfeit pressure from across the Pearl River Delta was a genuine operational concern.
