Issued as part of the United Nations Food and Agriculture Organization coin program, which ran through the 1970s and into the 1980s and recruited dozens of developing-world mints to produce circulating commemoratives tied to food security campaigns. Nepal's participation reflected Birendra's government aligning itself with international development priorities during a period when the country was heavily dependent on foreign aid and agricultural reform programs.
