Banco de Kamberra is a fantasy issuer with no sovereign or territorial authority — these notes are artist's pieces, not circulating currency or official commemoratives. The "Numisma" denomination exists nowhere in any monetary system. Franck Medina, a French designer, produces this series as collectible artwork trading on the aesthetic conventions of banknote design rather than functioning within them.
Dry stamp is the only listed security feature, which tells you exactly what this is: an art object dressed as currency. Balzac's inclusion fits Medina's broader pattern of placing French literary and cultural figures into the series.
