Banco de Kamberra is a private fantasy issuer, not a sovereign central bank — these notes carry no legal tender status anywhere and are produced strictly as collectibles. The "Year of the Horse" series was part of a broader run of Chinese zodiac-themed polymer issues marketed to collectors in the mid-2010s, a period when several such operations flooded the numismatic market with colorful limited-edition pieces dressed in the visual language of legitimate currency.

Franck Medina, the credited designer, worked on multiple issues in this vein. The 2014 date aligns correctly with the lunar Year of the Horse.
