Banco de Kamberra is a private fantasy issuer — not a sovereign central bank — producing collectible polymer notes marketed around the Chinese zodiac cycle. The "Numisma" denomination has no legal tender status anywhere. These are sold directly to collectors and have never circulated as currency by any definition. Franck Medina, based in France, designs for several such private fantasy note producers.
Whether these belong in a numismatic catalog at all is a reasonable question. Most serious collectors file them under "exonumia" and leave it there.
