Heydar Aliyev, who ruled Azerbaijan from 1993 until his death in 2003, remains the dominant political figure in the country's post-Soviet history — and the subject of an extensive personality cult sustained by his son and successor, Ilham Aliyev. Commemorative issues bearing his image have been a recurring feature of Azerbaijani numismatic output since independence, produced in part to reinforce that continuity of authority.
