Ashgabat's 2011 reconstruction commemoratives were issued under Gurbanguly Berdimuhamedov's administration, which poured extraordinary state oil revenues into rebuilding the capital in white marble — a project so aggressive that the city entered the Guinness World Records in 2013 for the highest density of white marble-clad buildings. The coin series was part of a broader state program tying numismatic issues directly to the personality cult and infrastructure ambitions of the presidency.

KM#176 is a low-mintage gold issue with negligible secondary market liquidity outside specialist Turkmenistan collections.
