Turkmenistan's "Saglyk" (Health) program was launched in 1995 under Saparmurat Niyazov, the eccentric authoritarian who renamed himself Turkmenbashi and restructured nearly every aspect of public life — including closing rural hospitals on the theory that villagers would benefit from walking to centralized facilities. The program's 20th anniversary in 2015 fell under his successor Gurbanguly Berdimuhamedov, a former dentist who made public health one of his signature political platforms after reversing several of Niyazov's more damaging medical reforms.
