Turkmenistan adopted its first post-Soviet constitution on May 18, 1992, a document that enshrined the presidency with powers broad enough to allow Saparmurat Niyazov — self-styled "Turkmenbashi," father of all Turkmen — to rule essentially unchecked until his death in 2006. The 2012 anniversary fell under his successor Gurbanguly Berdimuhamedow, who had quietly dismantled some of Niyazov's more theatrical decrees while consolidating identical executive authority for himself.
The Central Bank issued this piece as part of a pattern of gold commemoratives used as much for prestige projection as for numismatic circulation. Collector demand outside the country has remained limited.
