The 1989 series marked a significant reissue period for Lesotho, with Thomas De La Rue producing notes under two successive signature combinations — the pairing of E.R. Sekhonyana as Minister of Finance alongside Dr. A.M. Maruping as Governor reflects the administrative arrangement Lesotho maintained through the late 1980s, with both finance ministry and central bank signatories required on circulating issues.

Pick 13 is the higher denomination in a short run, and authenticated examples with this specific signature combination are noticeably less common than the lower values from the same print order.
