Nagorno-Karabakh's coinage exists because the republic needed the trappings of statehood it could not obtain through diplomatic recognition. No UN member has ever formally recognized Artsakh, yet the republic issued aluminum circulation coinage anyway — a sovereign act performed for a domestic audience rather than an international one. Aluminum was the practical choice for a blockaded, economically isolated territory with no mint of its own; these were produced in Armenia proper.
KM#26 sits in a series that saw minimal actual circulation, with much of the mintage absorbed by collectors immediately.
