Macedonia declared independence from Yugoslavia in September 1991, and the chaotic transition left the new state without a functioning monetary infrastructure. These fuel coupons — denominated in liters of diesel rather than currency — were issued in 1992 as a rationing instrument during the severe supply shortages that followed the UN embargo on Serbia and the broader collapse of Yugoslav trade networks. They circulated alongside, and in some respects substituted for, conventional banknotes in a period when the denar itself had not yet been properly established.

The denomination in liters rather than money makes these among the more unusual items in any Balkan collection from the period.
