Italian shopkeeper associations issued emergency scrip throughout the 1970s to address the chronic small-change shortage that plagued the country after coins were hoarded and effectively withdrew themselves from circulation. Massa's Associazione Commercianti was among dozens of local trade bodies that printed their own substitute currency rather than wait for the Banca d'Italia to solve the problem — a crisis the central bank managed with its own awkward remedies, including the infamous telephone-token and candy workarounds.
These vouchers had no legal tender status and were redeemable only at participating member shops, making survival rates highly dependent on local commerce patterns. Many were spent to destruction within weeks.
