The Istituto Bancario Italiano was a private credit institution, not a central bank, and by the 1970s Italy's patchwork of smaller banking entities were still legally permitted to issue certain classes of fiduciary instruments — though in practice these 50 Lire notes functioned more as emergency small-change substitutes than as conventional banknotes. Coin shortages in Italy during the mid-1970s were severe enough that businesses, transit authorities, and private banks all issued paper tokens and mini-assegni to fill the gap left by hoarded or melted coinage.
Marco Spada & C. was a Milan-based security printer with a narrow specialization in exactly this kind of fractional commercial paper.
