The Istituto Nazionale di Credito per il Lavoro Italiano all'Estero was established in 1919 specifically to support the financial needs of Italian emigrant workers — a population numbering in the millions, concentrated heavily in the Americas and northern Europe. This 50 Lire note dates from 1924, the same year Mussolini consolidated power following the Matteotti crisis, a period in which emigrant remittance flows were politically sensitive and increasingly surveilled by the new regime.
The institute was not a commercial bank in the conventional sense; it operated under state mandate, channeling worker savings back into Italy. Notes of this type had a narrow functional life, and survivors in any condition are uncommon.
