Cassa Rurale di Panchià is a small rural cooperative credit institution in Trentino, and like dozens of similar bodies in northern Italy, it briefly issued low-denomination fiduciary notes in the late 1970s to address a genuine shortage of small coin in circulation. The Italian "moneta mancante" crisis of that decade pushed cooperative banks, tobacconists, and even transit companies into producing unofficial substitute currency — these cassa rurale notes occupy the more formally structured end of that spectrum, issued by licensed banking entities rather than private merchants.
The watermark is notably sophisticated for a purely local instrument of this value.
