Croatia's lipa denominations were introduced in 1994 as the country was still consolidating independence following the dissolution of Yugoslavia and an active war that would not formally end until 1995. The Homeland War created severe disruptions to normal economic infrastructure, meaning early production runs of these coins entered circulation into genuinely unstable conditions. The "Latin text" designation distinguishes this type from the Croatian-script variant issued in parallel — a deliberate bilingual acknowledgment of the country's competing regional and European identities during the post-Yugoslav nation-building period.
