The National Museum of Ethnography and Natural History in Chișinău occupies the former headquarters of the Zemstva of Bessarabia — the tsarist-era regional administrative body dissolved after Romania absorbed the territory in 1918. The building itself predates Moldovan statehood by over a century, which gives this commemorative an architectural irony the issuing authority probably did not advertise.

Moldova's silver commemorative program has leaned heavily on cultural institutions since the early 2000s, with mintages typically kept under 2,000 pieces.
