Romania's polymer banknote program, launched in 1999, made the country one of the earliest adopters of polymer substrate in Europe — which makes this 2005 paper issue something of an outlier. By that point, the main circulation series had already transitioned to polymer, and this paper version was produced for a specific commemorative or parallel issue purpose rather than as a standard circulating note.
