The Kingdom of Serbs, Croats and Slovenes was barely months old when this note was authorized — the state declared in December 1918, and the Ministry of Finance was issuing paper currency before any central bank infrastructure existed. These early Ministry notes were a stopgap, filling the vacuum left by the collapse of Austro-Hungarian and Serbian wartime monetary systems simultaneously operating across the new kingdom's territory.
The 1919 issues circulated alongside overstamped Austro-Hungarian kronen, creating a chaotic dual-currency environment that persisted until the dinar reforms of the early 1920s. P#3 is the highest denomination in this first Ministry series.
