Norway issued this coin ahead of the 1994 Lillehammer Winter Olympics — the last Games held under the old two-year alternating schedule before the IOC permanently shifted Winter and Summer Olympics to separate four-year cycles. Lillehammer was awarded the Games in 1988 over Östersund and Anchorage, a decision that carried considerable political weight given Norway's historical relationship with winter sport as a national identity.
The 1992 issue date places production two years before the Games themselves, consistent with Norway's multi-year commemorative release program for Lillehammer, which ran across several coin types from 1991 through 1994.
