The Reichskommissariat Ukraine was established under Gauleiter Erich Koch in 1941, and German occupation authorities did plan a dedicated coinage for the territory — these iron pattern pieces from 1943 represent that intention. They were never issued. The project was abandoned as the Eastern Front collapsed and German control over Ukraine became untenable following the Soviet recapture of Kyiv in November 1943.

Iron was the only practical choice by that point in the war; nickel and copper were long diverted to armaments.
