The Provisional Government of the Northern Region, headed by Nikolai Chaikovsky, was a short-lived anti-Bolshevik administration established at Arkhangelsk in August 1918 under Allied protection — British forces in particular. Its currency existed because the region was effectively cut off from any functioning central monetary authority, and these small-denomination notes were issued to fill a practical gap in daily transactions rather than to make any broader political statement.

The government collapsed in early 1920 as Allied troops withdrew and Bolshevik forces closed in. Notes of this series saw genuine circulation in a harsh northern winter economy and survivors often show it.
