Vneshposyltorg certificates were not currency in any conventional sense — they were instruments of controlled access, issued to Soviet citizens receiving remittances from abroad and to foreign workers, entitling the holder to shop at Beryozka stores where hard goods unavailable in the general economy could be purchased for foreign exchange equivalents. The 50 kopeck denomination sits at the low end of the series, practical for small transactions within that closed retail system.
The 1976 series replaced an earlier certificate type that had carried a distinctive yellow stripe, a design change intended partly to prevent the forgery and black-market trading that had already made the first series notorious with Soviet authorities.
