Ekaterinodar — present-day Krasnodar — was the administrative center of the Kuban People's Republic, and in 1918 the city changed hands repeatedly between White and Red forces. The State Bank branch issued emergency fractional currency because the national supply chain had collapsed entirely; kopeck coinage had effectively vanished from circulation, hoarded or melted, and small transactions required something. These provisional notes filled that gap under conditions of active military occupation.
