The 1996 World Food Summit, hosted in Rome by the FAO, drew 186 nations and produced the Rome Declaration committing signatories to halving the number of undernourished people by 2015 — a target that was largely missed. Laos participated as a country that had itself experienced acute food insecurity following the disruptions of collectivization policies in the late 1970s and the slow liberalization of its command economy through the New Economic Mechanism after 1986. This commemorative sits squarely in a wave of FAO-themed silver issues produced by smaller nations throughout the 1990s, most struck in limited quantities for the collector market rather than circulation.
