Laos issued a wave of commemorative silver pieces in the late 1980s and early 1990s almost entirely for the export collector market — the domestic economy, still operating under a centrally planned system following the Pathet Lao takeover of 1975, had little use for a .999 silver coin at any denomination. The 1991 World Cup issue was produced ahead of Italia '90 and USA '94 without meaningful connection to either tournament.

Mintages for this series were modest and distributed primarily through European numismatic wholesalers.
