The 1985 date marks the tenth anniversary of the Lao People's Democratic Republic, proclaimed on December 2, 1975, following the Pathet Lao's consolidation of power after decades of civil conflict entangled with the wider Indochina wars. Commemorative issues from the Lao PDR in this period were minted almost exclusively for export — collector sales and foreign exchange — rather than domestic circulation, given the country's near-total reliance on Soviet and Vietnamese economic support through the mid-1980s.
The copper-nickel composition at this weight places it firmly in the category of collector strikes produced under contract at foreign mints, as the Lao PDR lacked domestic minting infrastructure.
